Water Pooling in Your Ottawa Yard? Here’s What to Check First
A puddle after heavy rain is not automatically a drainage emergency. Soil conditions vary across Ottawa, and even normally well-draining ground may absorb water slowly when it is saturated or frozen.
What matters is where the water comes from, where it collects, and how long it remains. If water is still sitting on your lawn after 48 hours, the City of Ottawa recommends contacting 3-1-1.
Before calling a contractor or planning a French drain, take a careful look at the property. Many drainage problems have simpler causes, such as a disconnected downspout, a blocked catch basin or a low spot created during recent landscaping.

Start by Watching the Water
The best time to investigate is shortly after the rain stops, while the drainage pattern is still visible. Stay indoors during lightning, active flooding or any situation where the ground may be unstable.
Walk the property and try to answer three questions:
- Where is the water coming from?
- Where would it normally drain?
- What is preventing it from getting there?
Take photos from the same locations after six, 24 and 48 hours. This creates a useful record of how quickly the water recedes. If the edge of the puddle is difficult to track, mark it with a few landscape flags.
Pay attention to whether the water is coming from a downspout, sump-pump outlet, neighbouring property or higher part of your own yard. Also note any recent changes, including a new patio, garden bed, shed, walkway or lawn repair.
Check the Downspouts
Roof runoff is a common cause of yard drainage problems. A large roof can collect a surprising amount of water, then release it through only a few downspouts.
Look for extensions that are missing, crushed, leaking or disconnected. Make sure each outlet points away from the foundation and does not end in a depression. Extending a downspout farther into the yard will not help if the new outlet still sends water into a low spot.
Where eavestroughs and downspouts are installed, Ottawa’s Property Standards By-law requires roof water to discharge onto the ground at least 1.2 metres, or four feet, from the building when physically possible. An exception applies when water discharges onto a paved area without draining onto an adjoining property.
Direct downspout water onto your property, preferably toward a permeable surface or intended drainage point. Do not direct it onto neighbouring property, walkways or stairs. City guidance also advises against directing downspout water onto a sidewalk, right-of-way or easement.
Check sump-pump outlets as well, especially if they empty into the same wet area.
Is It a Low Spot or a Swale?
An isolated puddle often indicates a depression in the lawn. Soil can settle beside a foundation, over a utility trench or in an area disturbed by construction. Regrading may solve the problem, but do not start adding soil until you know what the low area is meant to do.
Many Ottawa properties use swales to move surface water. A swale is a broad, shallow channel that may cross several lots before reaching a catch basin or another approved outlet. It can look like an ordinary dip in the lawn.
Filling a swale may trap water on your property or redirect it toward someone else’s home. Raised garden beds, sheds, edging and landscaping materials can cause similar problems when they obstruct the intended route.
Ottawa’s lot-grading guidance says swales should not be filled, piped or obstructed by landscaping features. Catch basins should not be covered.
If the drainage pattern is unclear, you may be able to obtain the original lot-grading plan through the City’s building-permit records process. The plan may show the intended drainage directions, swales and catch basins.
Inspect Catch Basins and Drainage Routes
If your property has a catch basin, check whether water can reach it. Leaves, soil, mulch and overgrown grass can block the grate or the shallow channel leading to it.
You can remove loose surface debris from a privately maintained catch basin when conditions are safe. Do not enter the basin or attempt to open underground infrastructure.
Water backing up through a clear grate may indicate a blocked or damaged pipe. Settlement around the basin can also prevent water from reaching it even when the grate itself is unobstructed.
Ottawa’s Property Standards By-law requires catch basins to be kept in good repair and free of debris or obstructions that prevent proper operation.
A blockage inside a pipe, a damaged basin or water backing up through a clear grate usually requires further investigation. Depending on who owns the system, contact the City, a condominium corporation or a qualified drainage contractor.

Rule Out Irrigation and Plumbing Leaks
A broad, soggy lawn is not always a grading problem. Irrigation systems, buried water lines, groundwater and prolonged saturation can produce similar symptoms.
If possible, turn off the irrigation system and observe what happens during the next dry period and rainfall. Run each irrigation zone separately and look for damaged sprinkler heads, leaking valves or overlapping coverage.
The timing offers useful clues:
- Wet only after irrigation: Inspect the irrigation system.
- Pooling after most rainfalls: Examine the grade and surface drainage route.
- Wet during dry weather with irrigation off: Investigate a possible leak or groundwater issue.
- A sudden new wet area in otherwise dry conditions: Contact the appropriate utility, a plumber or a drainage professional.
Water with an unusual colour or sewage-like smell should be treated as a possible contamination issue rather than an ordinary lawn problem. Avoid contact and report the issue to the appropriate authority.
Think About Recent Construction
Patios, walkways, retaining walls and garden projects can change how water crosses a property. A lawn allows some rainfall to infiltrate, while a hard surface usually produces more runoff and sends it toward the surface’s lowest edge.
If the pooling began after construction, inspect how water leaves the new surface. The timing is a useful clue, but it does not prove that the construction caused the problem.
A patio may slope toward the house, release runoff at one concentrated point or trap water between a walkway and the foundation. Soil added around a garden can also block an existing swale.
Ottawa’s Site Alteration By-law 2024-448 prohibits altering or obstructing a ditch, drain or lot grade when doing so disrupts an approved drainage pattern and causes, or is likely to cause, an adverse condition on an adjoining property.
Before moving a substantial amount of soil, confirm that the proposed work will not obstruct a swale or redirect runoff.
Retaining walls deserve particular care. Cracking, leaning, bulging or active soil movement may indicate a structural or drainage problem. Do not excavate behind the wall or drill drainage holes based on appearance alone. Have it assessed by someone qualified to evaluate the site.
When Water Comes From a Neighbouring Property
Seeing water cross a fence does not necessarily mean your neighbour has done something wrong. In some developments, approved swales carry runoff across several properties.
Document where the water crosses the boundary and whether it follows an existing low channel. Look for a downspout aimed toward the property line or evidence that new paving, soil or landscaping has changed the flow.
If a neighbouring downspout appears to be the source, the City recommends discussing the issue with the property owner first. If the problem continues, contact 3-1-1. Do not respond by redirecting the water onto another property.
Photos or video taken while the water is moving will be more useful than pictures taken after the yard has dried.
Leave Roadside Ditches and Culverts Alone
Roadside ditches form part of Ottawa’s stormwater system. If debris appears to be obstructing a roadside ditch, contact 3-1-1 or confirm who is responsible for maintenance before doing any work.
Do not fill, deepen, pipe, reshape or relocate a roadside ditch without City approval. Ottawa defines ditch alteration as a modification to the ditch’s design, function, slope, appearance or location.
A new, widened or reconstructed driveway culvert requires an access permit and must meet municipal standards. Work within the municipal right-of-way may require an additional road-cut permit.
Property owners are responsible for maintaining access culverts serving their properties and keeping the water passage clear. If ownership or responsibility is unclear, call 3-1-1 before starting work.
Choosing the Right Repair
The repair should match the cause. Installing a drain before understanding the site can be expensive and may simply move the problem somewhere else.
Downspout extension or redirection
This may be enough when roof runoff is being released beside the house or into a depression. The new discharge point still needs a suitable route and must comply with municipal drainage requirements.
Local regrading
This can correct a confirmed low spot, provided the work does not obstruct a swale or redirect water onto another property. The intended drainage pattern should be confirmed before soil is added.
Swale restoration
If an intended swale has settled or become obstructed, restoring its shape may be more appropriate than installing new drainage infrastructure. The route and elevations should be confirmed before work begins.
Catch basin
A catch basin collects surface water and directs it into a connected drainage system. It is only useful if water can reach the basin and the connected system has a functioning, approved discharge route.
French drain
A French drain is a gravel-filled trench, commonly containing perforated pipe, that intercepts water and conveys it elsewhere. It does not make water disappear. Its effectiveness depends on the source of the water, the available elevation and the destination of the discharge.
Dry well
A dry well temporarily stores water and allows it to infiltrate into the surrounding soil. It may perform poorly in dense clay, saturated ground or locations with a high water table. Soil conditions, available space and separation from buildings, property boundaries and buried infrastructure should be assessed before installation.
Before excavating, arrange utility locates through Ontario One Call and check for easements, tree roots, buried drainage pipes and other site constraints.
When to Call the City or a Professional
Seek help when:
- Water remains on the lawn for more than 48 hours.
- Water enters the basement or repeatedly fills a window well.
- The source or intended drainage route cannot be identified.
- A buried pipe or catch basin may be blocked.
- Pooling appears during dry weather.
- Runoff is crossing a property line.
- A roadside ditch or driveway culvert is involved.
- Water may be contaminated.
- Erosion, ground movement or a sinkhole is developing.
- A retaining wall is cracking, leaning or bulging.
- The proposed repair requires significant excavation or grade changes.
A proper drainage assessment should do more than recommend a product. It should identify the water source, record the relevant elevations, confirm the intended drainage route and explain why the proposed correction suits the property.
In many cases, the first step is not digging a trench. It is watching what happens during the next rainfall and finding the point where the water’s normal route has been interrupted.
